Spent a week in Leningrad in Dec 1976. Must have visited more museums in that one week than I have in rest of my life - before and after. The city was under siege during WW II for 872 days. The only supply route was across Lake Ladoga, by boats in summer and by trucks when the lake froze. This is commemorated by the Broken Ring (Razorvennoe koltso) Monument.

Yes, I've visited St. Petersburg more than 30 years ago and found it noisy and, at that time, under a lot of road construction in the downtown area. It was a messy time to visit and a bit difficult to get to historical sights. But overall, the city was beautiful.
